April 24, 2002 James Ray Howard #65679 2814 4th Avenue Pueblo, CO 81003 (please post on internet) Dear Friend, The attached "Sexual Offender Directive" was extorted from a man whom has no now nor ever been charged with nor convicted of a crime of violence nor any crime sexual orientation.  The Colorado Board of Parole has been delegated (legally or illegally) the authority to dub and treat any offender as a sex offender, restricting rights and liberties without Due Process. I am James Ray Howard (DOC #65679) and I have never committed nor been charged with a sex crime, yet I a being treated as a sexual offender.  All my requests for review by the authorities have resulted in stonewalling or otherwise rejection of any wrong doing.  Humiliated and Offended, I now ask for legal, or social influence to begin rectifying the situation for myself and other similarly situated.
