| Add further weight to ongoing concerns about the legitimacy
of the private prison industry. Prison privatization creates incentives
to "grow" the prison population, pushing up long-term prison costs. Prison
privatization decreases public accountability, while increasing opportunities
for waste, fraud and corruption.
